1. This consultation paper seeks views on the Scottish Government's proposals to extend the Environmental Impact Assessment and Natural Habitats (Extraction of Minerals by Marine Dredging) (Scotland) Regulations 2007 ("the MDRs") 2 to the extraction of minerals in any waters that fall within the jurisdiction of a harbour authority. Such action is needed to ensure that commercial minerals extraction undertaken by the extractive industry in harbour areas is covered by the requirements of the following European Community ( EC) Directives:
