It would seem that the consultation you've tried to view has been removed by the department that published it. This may mean that the consultation is now unavailable, or it could just have been moved to a new location.

Why has this information vanished?

Documents and webpages disappearing from government websites is a widespread and fairly serious problem. Some departments see their websites merely as vehicles for getting information to the public, when in reality, they're much more: they serve as archives of the government's activities. It's very important for government documents to remain available indefinitely after they're published, partly so that people can refer to them, but also to ensure that the history of the nation remains available.

If you feel strongly about this issue, make sure you're heard: pop an email to the relevant department asking why the information was moved/removed. You could even write to your MP!
