On 20 November 2007, the European Commission published consultative proposals on change to the Common Agricultural Policy (CAP) as part of the commitment to review the impact of the CAP reform package agreed in 2003, and the subsequent reforms relating to the wine, tobacco, sugar, bananas and fruit and vegetable regimes. These proposals are more commonly referred to as the CAP 2008 health check.
